Consumer demand is the key to developing a strong domestic energy efficiency market
Consumers need to be at the heart of the domestic energy efficiency agenda since making our homes more energy efficiency will help us use less energy, reduce our carbon emissions and save money on household energy bills, a recent paper from the CBI has argued.
The paper, “Consumer demand – the key to a sustainable energy efficiency market” argues that a strong domestic energy efficiency market is a key part of the solution to our energy and climate change challenges.
It also points out that there’s a growing uncertainty around domestic energy efficiency policy following the government’s recent announcements that there will be no further releases of the Green Deal Home Improvement Fund (GDHIF), no further funding for the Green Deal Finance Company (GDFC) and the scrapping of zero carbon homes standards. To overcome this uncertainty, business needs to see a refreshed approach to energy efficiency policy that drives consumer action.
The CBI suggests that the Government has an important opportunity to put in place a holistic policy framework, with cross-party support, and clear ambitions to retrofit the UK’s housing stock that out-lives political cycles. This framework should learn from the experience of past policies including the GDHIF, GDFC, and zero carbon homes standards.
Importantly, the refreshed strategy should address the segmented nature of the consumer market for energy efficiency products, be based on structural change as opposed to deals and schemes, and identify links with the Repairs, Maintenance and Improvements (RMI) market where possible.
