A tribunal decreed that employers could be in breach of the Human Rights Act if they prevented workers going to the lavatory. In a written ruling, the employment tribunal said that Mr Gavin Ruddick's quality of life had been "severely impaired". DI Tudor Thomas said police are keen to speak to a man seen on CCTV footage walking with a young woman in the Cathays area of Cardiff before she was attacked. Jobs will be lost as a result of the £14 billion St Athan national defence training academy being axed as part of defence cuts. First Minister Carwyn Jones, answering questions in the assembly from Welsh Liberal Democrat leader Kirsty Williams, said cutting the South Wales project was a "betrayal of the people of Wales," adding: "What is expensive is the seven years of work that we have put in here to working with the UK Government to the delivery of the defence training academy. Senior staff fear redundancies at Central Scotland Police are unavoidable because of deep cuts to the force's budget. Plans have been drawn up for the potential loss of 80 civilian posts and 48 police officers. Thousands of people attended a rally arranged by the Scottish Trades Union Congress in Edinburgh to demonstrate against public sector cuts. The protest was to highlight the UK government's fiscal tightening, which heralds the most stringent cuts since the Second World War and threatens thousands of public sector jobs. George Samson, of the Dundee Pensioners Forum, said: "We're here to defend public services. Pensioners depend on these services, and these cuts that are forthcoming are going to affect us adversely." CCTV released by South Wales Police shows how a staff member in a Llandaff store was threatened by a man and forced to hand over cash. Sandwell Council in Birmingham has defended its handling of an arts centre which has gone over budget. Council leader Darren Cooper said: “In the medium term financial plan, the council has allocated £1.5m for The Public per annum,” referring to the centre. “It is not anticipated that this will change in the next financial year. However, the council has yet to set its budget for 2011/12 and this allocation will be reviewed before the budget is finalised. In the past we have only given the management £1.1m. Jobs have been created for between 40 and 50 staff in a new catering block which cost a total of £5 million, three quarters of a million below its budget. The new centre at Wolverhampton’s New Cross Hospital replaces the former 1960s building and includes an advanced system of sensors and computer controlled ovens, cookers and kettles.
